So you want to learn to play the drums! It's not as difficult to get started as you may think. A beginner student can start with a pair of drum sticks and a practice pad (which emulates the "real feel" of a snare drum) at only about $30-$40. This is not only an inexpensive way to start, it's actually better for learning the rudiments without the "temptation" to play the whole drum kit (especially for young students). And for parents, it' great to start out with minimal cost in case the student doesn't continue past the first 6 months. After the initial 3-6 months, the student can buy one drum at a time (starting with the snare drum), or the whole kit at one time. Another great option is electronic drums, which can be played with a head set if noise is an issue. And the cost for electronic drums have decreased greatly in the last few years, making it affordable.
